Regulations of 66 International cycling tour of Bulgaria

REGULATIONS OF INTERNATIONAL
CYCLING TOUR OF BULGARIA – NORTH and SOUTH

1.ORGANIZATION: The International Tour of Bulgaria is organized by the Bulgarian Cycling Union in cooperation with the Municipalities and Local Authorities concerned, under the Regulations of the International Cycling Union, which will be held as two separate races: International Tour of Bulgaria – North from 02 to 05 September 2017 and International Tour of Bulgaria – South from 07 to 09 September 2017 (06 Sept. is rest day).

2. TYPE OF EVENT: The races are open to riders of the Men Elite and Men Under 23 categories. The events are in the UCI Calendar Europe Tour, class 2.2 and points are awarded according point scale - article 2.10.031. of UCI rules for the UCI Continental Men Elite and Under 23 ranking for the first 10 riders as follows: 40, 30, 25, 20, 15, 10, 5, 3, 3, 3 for final classification and for the first three riders in each stage/half-stage points are warded as follows: 7,3,1.

3. PARTICIPATION: As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI professional continental teams of the country, UCI continental teams, national teams, regional and club teams. As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 4 and maximum 6 riders .

4. RACE HEADQUARTERS: The race headquarters shall be open from 16.00 to 17.30 h. on 02 September 2017 located at the following address: Hotel RAMADA 1202 Sofia, 131 Maria Luisa Bul. Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters. The team managers meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of Commissaires Panel, is scheduled for 02 September 2017 from 18.00h. to 19.00h at the Race Headquarters Location.

5. NEUTRAL TECHNICAL SUPPORT: will be provided by 3 cars from the organizers.

6. RADIO TOUR: Race information will be broadcast on „Radio Tour” frequency 146.537.5 Mhz. and 151.750 Mhz.

7. RACE INCIDENTS OCCURING IN THE LAST 3 KILOMETERS: In the case of a duly noted fall, puncture or mechanical problem in the 3 last km., the rider \s\ involved shall be credited with the time of the rider\s\ in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finishing line. If as the result of a fall, a rider cannot cross the finish line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.

8. FINISHING TIME LIMITS: For stages/half-stages up to 150km.-the finish deadline is the time of the winner plus 10%. For stages between 150 and 200 km.-15 %. For stages over 200 km - 20%. The time limit may, in exceptional circumstances, be increased by the Commissaires Panel in agreement with the organizer according to the article 2.6.032.

9. CLASSIFICATIONS:

- YOUNG RIDER CLASSIFICATION - riders born after 01 January 1995.
Young rider classification is based on general individual classification by time. The leader in this classification wears WHITE jersey.

- CLIMBERSCLASSIFICATION:
A climbers classification is to be contested of 5 counting climbs for International Tour of Bulgaria – North and 6 counting climbs for International Tour of Bulgaria – South . The following points are allocated for each category:
I cat. II cat. Ill cat.
to the 1-st - 7p. to the 1-st - 5p. to the 1-st - 3p.
to the 2-nd - 5p. to the 2-nd - 3p. to the 2-nd - 2p.
to the 3-rd - 3p. to the 3-rd - 2p. to the 3-rd - 1p.
to the 4-th - 2p. to the 4-th - 1p.
to the 5-th - 1p.
A general classification will be drawn up by totaling the points scored on all of the climbs, counting for the Climbers Classification. The leader of the classification will wear a WHITE jersey with red spots. To receive the prize for the general classification, each competitor must have completed the whole course of the race within the time limits set by the regulation. In the event of a tie in the general individual climbers classification, the following criteria shall be applied in order until the
riders are separated:
1 .Number of first places in the highest category climbs.
2. Number of first places on climbs in the next inferior category and so on.
3. General individual classification by time.

- MOST ACTIVE RIDER CLASSIFICATION: Most Active rider classification is draw up by totaling the points awarded in each of the stages and half-stages for sprint (8 sprints for International Tour of Bulgaria – North and 6 sprints for International Tour of Bulgaria – South). The following points are allocated to the first 3 riders in sprint respectively: 3,2,1 p. The leader of this classification will wear GREEN jersey. To receive the prize for the general classification, each competitor must have completed the whole course at the race within the time limits set by the regulations. In the event of a tie the following criteria shall be applied in order until the riders are separated:

1. Number of wins in intermediate sprints counting for the general classification “Most Active rider”;
2. General individual classification by time.

- LEADER: After the finish of each stage a YELLOW jersey will be awarded to the first rider of the General individual classification indicating the leader of the Tour. Where two or more riders make the same time in the general individual time placing, the placing obtained in each stage shall be added and, as a last resort, the place obtained in the last stage ridden shall be taken into consideration.

10. Team classification The team classification for the day shall be calculated on the basis of the sum of the three best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three best placed riders on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification.
The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:
1. number of first places in the daily team classifications;
2. number of second places in the daily team classifications; etc.
If there is still a draw, the teams shall be separated by the placing of their best rider in the general individual classification.
Any team reduced to fewer than three riders shall be eliminated from the general team classification.

11. PRIZES AND SPECIAL PRIMES: According to the UCI Regulations, the following amount of EUR /payable in BGN according to the day exchange rate/ will be distributed as follows:

A/ Prizes distributed for the finish in every stage:

C/ For the General Classification of International Tour of Bulgaria – North, the prizes will be distributed from 1 to 20 place-the amount is 50% of the total sum for the stages. 7% deduction will be made from the prize money to the fund CFAD

C/ For General classification „Young rider” the first one will be awarded a prize from BGN 500.
D/ For General classification „Best Climber” to the first rider will be awarded a prize from BGN 500
E/ For General classification ”Most Active rider” the first rider will be awarded a prize from BGN 500

12. TIME BONUSES: The time bonuses /applied only to the individual general classification/are awarded:
- for the stage finishes to the first 3 riders as follows: 10, 6 and 4 seconds;
- for the half-stage finishes to the first 3 riders as follows: 6,4 and 2 seconds

13. ANTIDOPING: The UCI atidoping regulations are entirely applicable to the event. The antidoping test will take placeat the Headquarters of the race for each stage/half-stage. The numbers of riders that have to pass Doping Control will be written on a board at the finish area.

14 AWARD CEREMONY: In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony: the first 3 of the stage, Young rider, Climbers, Most Active rider classification and the Leader in general classification. All riders are obliged to be at the Opening and Closing Ceremonies of the race.

15. PENALTIES: The UCI penalty scale is the only one applicable. No prizes will be payed to riders who do not attend the ceremony.

16. RACE MOTORCADE: All the vehicles have to drive on the right side of the road. The left side of the road have to be empty. The movement of the motorcade is directed by the President of the Commissaires Panel.

17. OTHERS: For everything not mentioned at the present Regulation, responsible to decide is the Race Director, The Commissaires Panel and the Organizer of the race. All the decisions must comply with the UCI Regulations.
